To restore it, authorities must first digitise the entire question-paper chain — printing, storage and transport — under constant tracking, with access limited to a handful of verified officials. Second, examination centres should be equipped with jammers, frisking, and live-streamed CCTV to prevent electronic cheating. Third, a strong deterrent law, treating paper leaks as a serious criminal offence with heavy fines and imprisonment, must be enforced without exception. Fourth, involving retired judges or independent observers as centre supervisors adds a layer of accountability outside the examining body itself. Lastly, a grievance and re-test mechanism should exist so that if a leak does occur, the exam can be cancelled and rescheduled fairly rather than letting a compromised result stand.
