Recall that India set up the Department of Non-Conventional Energy Sources back in 1982 and later expanded it into a complete ministry, now called the Ministry of New and Renewable Energy. This is routinely cited in agricultural and energy studies as the world's first full-fledged ministry of its kind. Bangladesh, Japan and China manage renewable energy as a wing of their broader energy or power ministries, not as a standalone ministry, so they are ruled out.
