Picture the standard torque and power curves plotted against engine speed for any tractor engine. Torque rises from idle, peaks at some middle rpm, and then falls off as speed climbs further. Power equals torque times speed (up to a constant), so even after torque starts falling, power can still keep climbing for a while since speed is increasing fast enough to outweigh the drop in torque.
Power only reaches its own peak, and starts to fall, once the torque has already dropped enough that the rising speed can no longer make up for it. This mathematical relationship guarantees that the power peak always occurs at a higher rpm than the torque peak.
