Separate two ideas that students mix up: correlation describes a relationship, regression predicts a value.
Here you are handed one variable and asked to find the other, so you need a predictive tool. The coefficient of regression does exactly this: it gives the change in the dependent variable $y$ per unit change in the independent variable $x$, letting you plug in $x$ and read off $y$.
Why the rest fail: the coefficient of correlation ($b$) only rates how strongly and in which direction two variables move together, with no quantity output. The coefficient of variation ($a$) is a relative measure of dispersion, unrelated to prediction. The coefficient of determination ($r^2$, option $d$) reports the fraction of variance explained, again not a predicted value.
So prediction belongs to the coefficient of regression, option $c$.
