Step 1: Recall who met and why.
After Napoleon's defeat, Britain, Russia, Prussia and Austria gathered at Vienna in 1815, led by Metternich, wanting to undo his changes and bring back the old order.
Step 2: List what happened to France.
The Bourbon monarchy was restored, France was pushed back to its earlier borders, and strong buffer states such as the Netherlands and an enlarged Piedmont were set up around it so it could not expand again.
Step 3: Look at how the rest of Europe was reshaped.
Prussia, Austria and Russia all gained territory, and the treaty tried to bring back monarchy and aristocracy while pushing down the liberal and nationalist ideas the French Revolution had spread.
Taken together, the treaty weakened France, rewarded the major powers with territory, and re-established a conservative political order across Europe.
